The History of the Interlocal Community Action Program

Community Action changes people's lives, embodies the spirit of hope, improves communities and makes America a better place to live.  We care about the entire community, and we are dedicated to helping people help themselves and each other.  As a Community Action Agency, Interlocal Community Action Program will design, sponsor and adminster programs that provide help for today and hope for tomorrow. 

ICAP was established in 1965 under the Economic Opportunity Act.  ICAP is a not-for-profit agency.
