Rose Court Apartments
In March 1998, Rose Court was opened after extensive demolition and rehabilitation. Originally built in 1912, the apartment complex was condemned and closed in 1992.
Today, the newly remodeled 20-unit complex has outside entrances for each unit, a 30 car parking lot and laundry facility. Each unit is equipped with a central air unit. Rent is affordable and structured to meet the needs of lower income individuals and families. Rose Court Apartments are located at the corner of 14th Street and A Avenue.

Section 8 Housing Program
The Section 8 Housing Program assists low income households with a monthly subsidy in a privately owned rental. Interlocal CAP administers this program for the Indiana Housing and Community Development Authority in Hancock, Rush, Madison and Henry counties, excluding the cities of New Castle, Anderson and Elwood. The local housing authorities provide service for these city residents.
Families accepted for the program may live in single family homes, duplexes, apartments or mobile homes. The family is responsible for finding a suitable housing unit where the owner agrees to rent under the program. The landlord must sign a contract to accept payment from the State of Indiana on behalf of the family. All units must pass a Housing Quality Standards Inspection for decent, safe and sanitary housing.
Eligibility
Eligibility for the program is based on the family's total gross income being at or below 50% of the median income for the county in which the family chooses to live. Income is counted for every member of the household who is over the age of 18. The head of houshold must be over the age of 18.
It is mandatory that all family members over the age of 18 report any changes in income within 30 days.
Once accepted into the program, eligible families pay at least 30% of their monthly income (with a minimum of $50) toward the contract rent. The remainder is paid directly to the owner by ICAP.
Applying for Assistance
There is a waiting list in each county. ICAP will open the waiting list from time to time when needed. Waiting list openings will be announced in local newspapers. Applicants are selected from the waiting list when openings are available. Documentation of family composition (including birth certificates and social security cards for each member of the family) and income verification will be collected during the application process.
Families may receive assistance as long as they remain income eligible and continue to meet the federal regulations for Section 8 Housing.
