What is Section 8 Housing?

The Section 8 Housing program assists low-income households with a monthly subsidy in a privately owned rental.

ICAP administers this program for the Indiana Family & Social Services Administration in Hancock and Rush counties and Henry county, excluding the city of New Castle. 

Who is eligible?

Very low-income families are eligible for this program. Income is counted for every member of the household who is over 18 years old. Head of Household must be at least 18 years old. Applicants cannot own their own home. 

How do I apply for Section 8 housing?

Call your local ICAP office to set up an appointment. In New Castle, the ICAP office serves only those people living beyond the five-mile radius from the center of the city. The New Castle Housing Authority provides service for city residents.

You will be asked to provide copies of birth certificates and social security cards for each member of your family. 

Is there a waiting list?

There is a waiting list for this program in each county that ICAP serves. 

How much rent would I pay?

Once they are accepted in the program, eligible families must pay at least 30% of their monthly income toward the contract rent. The remainder is paid directly to the owner by the Office of Family & Children. 

What type of home may I live in for the Section 8 program?

Families accepted for the program may live in single-family homes, duplexes, apartments or mobile homes. All units must pass a Housing Quality Standards test inspection for decent, safe and sanitary housing. 

How long can I stay on this program?

Families may receive assistance as long as they remain income eligible and continue to meet the federal regulations for Section 8 Housing. 

Additional information

It is mandatory that all family members over the age of 18 report any changes in income within 30 days.

The landlord must agree to participate with the program and sign a contract to accept payment from the State of Indiana on behalf of the family.
