What is the Weatherization Program?

The purpose of the Weatherization Program is to provide energy conservation services to eligible households.

Weatherization work has a long life span and will provide savings for many years. The amount of savings will depend upon the condition of the structure when the work is performed. Changes in family make-up and life style can affect the amount of savings that is achieved.

Who is eligible for weatherization services?

Services are available to individuals who either rent or own their homes or apartments.

How is eligibility determined?

Eligibility is determined by gross annual income of the household (see income guidelines).  Priority is given to households that include members who are either either elderly, disabled or five years of age or under.

How do I apply for benefits?

Call your local ICAP office. If you receive energy assistance you are already income eligible and you can be added at your request to our waiting list.  When your name comes up you will be called to set up an appointment for an inspection.

What information do I need to provide?

The names, ages, social security numbers, gross annual income of all household members; gross annual income with documentation for anyone 18 or older, copies of utility bills and landlord information if renting.

What work will the weatherization crew do to my home?

The weatherization program provides health and safety testing on all combustion appliances such as furnaces, heating stoves, water heaters, and gas ranges.  We may insulate and air seal your home to achieve a reduction in the utility usage, and an improvement in the comfort of your home. We concentrate on addressing the larger areas of heat loss first.

Will weatherization replace my combustion appliances?

Combustion appliances can be replaced for homeowners if they are condemned by the weatherization inspector for health or safety reasons. Our aim is to repair appliances to a safe working order and extend the life of the appliance where possible.

What are some things that weatherization will not do?

Weatherization is not a remodeling or rehab program. Repairs are made when necessary to protect our weatherization materials.

How often can I receive the service?

Weatherization service is performed on the structure and can only be done approximately once in a given number of years. If a client moves to another home they may qualify for weatherization on that home.
