R.O.M.A.
The primary mission of Result-Oriented Management and Accountability (ROMA) is for Community Action Agencies to serve as a catalyst in making the entire community more responsive to the needs and interests of the poor by mobilizing resources and bringing about greater institutional sensitivity. A Community Action Agency’s effectiveness is measured not only by the services which it directly provides but, more importantly, by the improvements and changes it achieves in the community’s attitudes and practices toward the poor, especially in the allocation and focusing of public and private resources for anti-poverty purposes.
Six national goals for ROMA include:
1. Low-income people become more self suffcient.
2. The conditions in which low-income people live are improved.
3. Low-income people own a stake in their community.
4. Partnerships among supporters and providers of services to low-income people are achieved.
5. Agencies increase thier capacity to achieve results.
6. Low-income people, especially vulnerable populations, achieve their potential by strengthening family and other supportive systems.
The Interlocal Community Action Program understands that the interdependence of clients, community, and programs requires partnerships among pertinent stakeholders where funds and efforts are used to leverage resources and build capacity among all the partners.
